We are recruiting for a new Head of Programme Delivery to work with the Business Demand Team, support business/customer initiative engagement through portfolio management and business analysis; facilitate discussion with IT department heads to provide understanding, early visibility and ownership of projects and delivery. Ultimately your team is responsible for delivery into the organisation covering PMO, business analysis, programme and project delivery through to assisting in business change management.

As Head of Programme Delivery you will promote a culture of business innovation and continuously seek opportunities for improvement within role, processes, team and the IT organisation as a whole. Part of the role will be to promote and discuss requirements and value propositions with senior business leads and work with the corporate business strategy function to align IT and business strategies and roadmaps.

Your duties:


* Provide regular progress reports to the CIO; * Develop and foster internal and external stakeholder communications; * Exercise quality control and progress control over the work of direct reports, motivating them and ensuring that good standards of performance are maintained and preparing periodic performance appraisals; * Identify and shape current and future needs for staff skills, and enterprise architecture and make recommendations for improvements and changes to departmental structure where these are seen to be needed; * Undertake yearly appraisals, recruit, train and develop direct reports in conjunction with the HR department to meet the changing needs of the company; * Prepare job descriptions for subordinate staff and delegate responsibility and authority in accordance with those job descriptions; * Budget planning & control over Strategy and Planning, and monitoring of project budgets

Project Management

* Responsible for the Programme & Project Management function: * Through working with the portfolio management function, identifying and agreeing business and IT priorities as appropriate; prioritise, plan and implement new IT programmes / projects across applications, infrastructure, directorates and estates * Through the project management function ensure controls and processes are in place, deliverables delivered, risks mitigated, stakeholders managed, benefits realised, costs are accurately monitored and portfolio tools updated. Regular project management reports are generated; * Maintain an oversight of IT Programme Delivery Team managers ensuring that delivery, compatibility and integration issues are taken into account and, as a member of project steering groups, be responsible for the monitoring and QA control of all IT-led projects within in conjunction with the portfolio management office; * The preparation of long, medium and short-term project delivery plans, taking into account the benefits, costs, implications for hardware, software, systems and staff, transition and change management * Draft papers for the finance & review committees and the main board; * Strong stakeholder management skills and ability to advise and influence at all levels.


* Responsible for the governance and quality of projects/programmes * Responsible for the project, PMO and programme processes and method * Assisting the business in delivering business change & benefits management and realisation * Risk and issue management in conjunction with multi-functional project teams * Working with Business Demand Team, ensuring strategic alignment of the project/programme to achieve organisational / business unit objectives * Conflict Management; Identifying and addressing differences that, if unmanaged, would affect project objectives. Preventing differences becoming destructive elements in a project * Financial Management; The estimating of project service costs and the setting of an agreed budget, and the management of actual and forecast costs against budget * Commercial exposure - Negotiating and managing internal business resources and external suppliers and consultants as required in conjunction with IT Supplier Management / Procurement
